Next June, the European Union is expected to adopt its framework setting the auctioning rules for CO2 emission rights. To be able to operate, emitters will have to hold such rights - a way to reduce emissions by 20% in 2020. That is the path to a new financial market. To make it sustainable, the EU climate strategy must pay greater attention to the respect of the initial goal -reduction of greenhouse gases- and to the risks of financial speculative side effects.
